When can my contractor/vendor enter our community?

Our community rules prohibit after-hour work and work activity on weekends and certain National Holidays. These restrictions are intended to preserve the peace and quiet of the neighborhood. Services that do not interfere with the peace and quiet are permitted with strict limitations. The rules begin with the following seasonal entry information:
 
From October 1 through April 30 (the season) contractors and vendors are permitted in the community from 7:00 AM to 5:30 PM. With the exception of emergencies, no work can be done on Saturday, Sunday or certain National Holidays.
 
From May 1 through September 30 (the summer) contractors and vendors are permitted in the community from 6:00 AM to 6:00 PM. With the exception of emergencies, no work can be done on Saturday, Sunday or certain National Holidays. 
 
The National Holidays are New Years Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. With the exception of emergencies, no contractor or vendor may enter the community on these days.
 
Services that do not interfere with the peace and quiet may have access on weekends (but not National Holidays) outside the approved seasonal hours only for "quiet work" which is strictly limited to housemaids, housekeepers, caterers, chefs and pool cleaners. If you have "quiet work" that is outside this scope you may request access in the After Hours Access Request form. 
 
Emergencies preclude all of the above rules, but only upon the homeowner providing a statement of the emergency in the After Hours Access Request form. You may also contact our Command Center for assistance with your emergency at 760-564-5575.

What About RV Parking?

Recreational vehicles may be parked in the owner’s driveway for loading and unloading during daylight hours only and must display a parking pass in the front left windshield - visible from the exterior of the vehicle. There is no overnight parking allowed within Rancho La Quinta of any recreational vehicle or recreational equipment without advance permission and may only be for a limited time for loading and unloading (Fill our the R.V./Trailer special request form). If any Owner parks a recreational vehicle in the street,  the owner must obtain caution cones to use at the front and rear of the vehicle and the vehicle cannot be on the street for more than 8 hours during the day only. No nighttime parking is permitted on the street of any form of recreational vehicle or equipment.

Parking During Festivals in April?

Parking is always a problem during the Festivals in April. As a result we have special rules that apply. Review our rules during festival season.

Parking On Our Streets?

Passenger vehicles must be parked in a garage or in the driveway. Street parking is limited to 72 consecutive hours.

Do we have a homeowner Code of Conduct?

Yes, Article 6, Section 6.10 of the Second Restated Declaration of Covenants, Conditions and Restrictions (“CC&Rs”) prohibits noxious, illegal, and materially offensive activities in any part of the community. It also prohibits any acts that unreasonably interfere with other residents’ right to quiet enjoyment or any use of a residence that may endanger the health or unreasonably annoy or disturb other Owners or occupants.
 
Additionally, pursuant to U.S. Department of Housing and Urban Development regulations, the Association has clarified its Code of Conduct by issuing a declaratory statement on discrimination within its rules and regulations. Click Here to Review.

Do we have speed limits inside Rancho La Quinta?

All streets inside Rancho La Quinta have a posted limit of 25 MPH. This Speed applies to all vehicle including golf carts.

Who is allowed to drive a golf cart?

As with cars, the only person allowed to drive a golf cart is someone with a valid drivers license.

What is my Landscape Maintenance Area?

For homeowners in the Master Association for Rancho La Quinta and for homeowners in the Ventanas Community Association, your Association has a nonexclusive easement for maintenance over a portion of your Lot that is your front yard. The Lot Landscape Maintenance Area extends from the street edge to the walls of the courtyard and the front exterior of your Residence, but does not include driveways, walkways or walls in or adjacent to the Maintenance Area.
 
For homeowners in the Casitas at Rancho La Quinta Association, the Master Association has a nonexclusive easement for maintenance over all landscape within the plotted area called the Casitas Association. The landscape area is all ground outside your interior exclusive use area.

Who owns my Lot Landscape Maintenance Area?

For homeowners in the Master Association for Rancho La Quinta and for homeowners in the Ventanas Community Association, you own your front yard. The Association only maintains the front yard landscape area. If you have maintenance issues such as sewer lines, drainage, gas or electric access, you are responsible for any repairs. However, since your Association has lawn sprinkler pipes, etc. under ground, you must get permission from the HOA for any ground work you do in your front yard.
 
For homeowners in the Casitas at Rancho La Quinta Association, your Association is responsible for all Casita Association common area that is not part of your interior exclusive use area.

I don't like the shrubs in my front yard. Can I change them?

Homeowners may place a work order request through the Association office for additional or replacement shrubbery in the front yard landscape maintenance area. Requests will be reviewed on a case by case basis and must be approved by the Association prior to any changes being made. Homeowners must utilize the plants referenced in the Association’s Approved Plant Palette which can be found in the Architectural & Landscape Guidelines. To ensure uniformity with the Association landscaped areas (surrounding residences and common area), some plants noted in the Approved Plant Palette may not be acceptable for front yard areas.
 
Homeowners are responsible for the cost and installation of additional plant material and the work must be completed by the Association’s Landscape Maintenance Company.
 
Design changes to the front yard landscape area will be considered on a case by case basis and must be submitted by application, to be reviewed and approved by the Master Association Architectural Committee and the Master Association Landscape Committee.

I don't like the flowers in my front yard. Can I change them?

The Association’s Front Yard Flower Palette is selected by the Master Association Landscape Committee. The flowers are planted and maintained by the Association and may not be substituted for alternative varieties/colors.
 
Should homeowners wish to add flowers to their existing flowerbeds in the front yard landscape maintenance area, additional flowers must be of the same variety and color as the flowers on the Association’s current Front Yard Flower Palette for that season.
 
Homeowner acknowledges that removal of any plantings installed by the homeowner, will occur on the Association’s schedule, regardless of whether purchased by the Association or the homeowner. Increasing the size of a flowerbed area and/or modification of the irrigation system is not permitted.

I don't like the trees in my front yard. Can I change them?

Homeowners may replace trees in the front yard landscape maintenance area by submitting a landscape application to the onsite office, to be reviewed and approved by the Master Association Architectural Committee and the Master Association Landscape Committee. Homeowners must utilize the trees referenced in the Association’s Approved Plant Palette located in the Architectural & Landscape Guidelines. To ensure uniformity with the Association landscaped areas (surrounding residences and common area), some trees noted in the Approved Plant Palette may not be acceptable for front yard areas (i.e. Citrus trees and Palm trees).
 
Homeowners are responsible for the cost and installation of the new tree(s) and the work must be completed by the Association’s Landscape Maintenance Company.
 
Any changes to the front yard landscape maintenance area would be the responsibility of the homeowner and the work must be coordinated with the Association’s Landscape Maintenance Company.
 
Any tree in the front yard that requires replacement due to deteriorating health or damage from storms, wind, etc., will be reviewed and replaced by the Association, if found to be in poor condition. In this case, homeowners may select a replacement tree from the Front Yard Tree Palette and the replacement tree will be paid for and installed by the Association.
 
Increasing the size of a flowerbed area and/or modification of the irrigation system is not permitted.

Does Rancho La Quinta have a Dog Park?

Yes, there is a member only Dog Park located at the 50th street gate on Mission Drive West, with parking for cars and golf carts. You must have a member key fob to gain access.

Does Rancho La Quinta have pet leash rules?

Yes, your pets must be on a leash at all times.

Can I walk my pets on the Golf Course?

The Golf Club has specific rules against any non-golfer access to the course. This is for your safety and certainly that of your pet. The Club's policy states that with the exception of guide, signal or service dogs, no animals are allowed on the Club Property.

Where do I put my pet waste bag?

It is your responsibility to dispose of pet waste. There are waste stations around the main drives of Rancho La Quinta which you can use. Do not leave it on the grass or in the street. Leaving waste any place but an authorized waste station will subject you to fines.

Are there safety suggestions when walking in Rancho La Quinta?

When you are out on our streets remember that safety is first. May we suggest the following guidelines:
  1. Always walk facing traffic.
  2. Stay on the side of the road.
  3. Be aware of your surroundings.
  4. Carry a cell phone for emergencies.
  5. Wear reflective clothing.
  6. Carry a flashlight after dark.
If you plan to leave the community, don't forget your walking gate entry key fob (lost fobs available at the HOA for $25.00).
 
 

Can I walk on the golf course?

For your safety the management of the golf course does not allow any walking on the golf course at anytime..

How do I walk, Jog or bike outside our gates?

You may always exit and enter our property using our "people" gates as long as you use your personal key fob. If you forget your key fob, you will have to re-enter the property using one of our manned gates after providing evidence of your right to be on our property. If you attempt to enter the property by following a car through the vehicle gates you will be ticketed for improper entry.

How do I get a key fob for our "people" gates?

You may obtain your personal key fob for our "people" gates at the HOA office.
